Rose (also nicknamed Piglet ) came to the Flagler Humane Society in heartbreaking condition, unable to walk or eat due to severe matting. She’s transformed into a gorgeous, charming, and happy 7-8-year-old Shih Tzu with love, care, and grooming at the shelter.
